Take an image of a lady who has beautiful eyes.
Duplicate this image and call it Elf.
Now apply hue and saturation and don’t forget to click the colorize box.
Hue : 250
Saturation : 17
Lightness : 0

Eyes :
Using marquee tool select right eye.
Copy and paste in a new layer, name it Eye
Using transform tool drag it a bit so that the eye looks as below.
Duplicate Eye layer and flip horizontal , that’s the left eye.

Eyeball :
Create a new layer and call it Eye ball .Take an airbrush soft round of size 55 px and put a dot.
Select smudge tool.
Brush type : airbrush soft round of size 5 px
Mode : normal
Strength : 84,64,42(use different strengths )
Your image should look some what like this.

Eyeliner :
Take an airbrush soft round of size 17px and draw line around the eyes.
Apply Filter >blur >Gaussian blur of radius 6px.

Create a shape shown as below. Name this layer as Shape.
Apply gradient tool > Linear gradient .

Use Smudge tool to create this shape
Set the layer mode : multiply
Opacity : 45 %

Lips :
Select lips and paste it in a new layer call it Lips.
Apply hue and saturation to the Lips layer
Hue : 313
Saturation : 16
Lightness : -73
Apply some blur to it filter > blur >Gaussian blur of radius 2px.
Set the layer mode : Multiply and opacity : 90

Face(skin tone) :
Add some more color to the face.
For this create a new layer and call it Tone .
Use an air soft brush of size 35px and draw as shown.

Ctl +click on this Tone layer (drawn area gets selected) and hide this layer.
Click Elf layer.
Copy and paste this in a new layer call it Color

Apply Filter >blur >Gaussian blur of radius 6px.

Now apply hue and saturation to the Color layer.
Select the colorize box.

Use an eraser tool of size 45 (air brush soft) opacity 39 and erase so that it blends with the skin.

Using smudge tool , stamp tool clean the mess under her eyes.
Flatten the image.

Create new document and fill it with black.
Now copy and paste the flattened image here,call it Elfy
Using transform tool reduce the width so that it looks like this.

Duplicate the Elfy layer.
Go to filter >Render lightning effects.
Apply the below settings.
Set opacity of this duplicated Elfy layer to 96%

Line on her forehead is too distracting.
Using air brush soft of size 45 and opacity 1% erase so that line is not clearly visible.

Nose:
Add highlights to the nose, for that use Dodge tool (Airsoft brush of 65px) ,range : midtone , exposure 33%
On that again use dodge tool
(Airbrush 35 ), range : midtone , exposure 12%

Now use Dodge and burn tool in these areas.
(And where ever you feel its needed.)

Erase unwanted parts and move elf to right most, the image should look some what like this.

Add some hair.
U can copy and paste some hair strands or use hair bushes what ever.
I used brush tool to create hair.
For that.
Select grass brush and do as shown

Apply hue and saturation such that it blends with the elf color and apply filter >distort>shear.
It looks like this.
Similarly add some more hair strands.

Add an elf ear.
Add hue and saturation, so that it blends with the elf.

As a final touch add some glitter.
You can use any glitter brushes or you can do it yourself.Just follow the steps I mentioned earlier(eyeball)
