An easy way to turn a real image into a cartoon by using simple filters.

Pick a real picture you want, i used this one.

Make sure your picture is in RGB mode. If you aren’t sure or your picture isn’t in RGB mode change it: Image > Mode > RGB Mode

To make the picture’s edges more dense go go to Filter>Artistic >Poster Edges
The amounts of this filter will depend on your picture, i used the following settings:

Since the picture became a little dark let’s make it lighter, the amounts will also depend on your picture.
Image> Adjustements > Brightness/Contrast and here are my amounts:

Go Filter>Artistic>Cut Out and once again it will depend on your picture.
My settings:

Looking close to a cartoon right?
Now select the eyes and mouth areas with quick mask mode and repeat the last steap again but this time with this settings:

Keep the quick mask selected around the eyes and mouth and now apply the cutout effect 3-4 more times with this settings:

Now deselect the quick mask and apply again the same effect with this settings:

Add some gaussian blur: Filter>Blur>Gaussian Blur

Now add one last time the cutout effect with the same settings in all the picture and add some levels with this amount:
