Grudge Style Photo Effect.
Step 1:
Start with a new file with the photo you want to add a grudge style effect on. Make sure the photo is in a new layer and not the background of your canvas.
Step 2:
Duplicate the photo layer then go to Filter > Pixelate > Color Halfton, add the settings below.
Result:
Step 3:
Turn the image into black and white by going to Image > Adjustments > Desaturate.
Step 4:
Set the layer’s blending mode to Color Burn.
